With civil forfeiture, the police take your stuff based on their suspicion you bought it using money obtained illegally, such as from drug sales. You have to prove your innocence to get your stuff back -- guilty until proven innocent. Abuses are rampant, with many local governments using civil forfeiture as a cash cow that allows them to fund their operations without taxing the people who elect them.
Now, if he expands the bill to outlaw those nab-the-tourists speed traps (another huge local government funding source) he'll be onto something!
